Srinagar , Sept 4, 2020: Since august 5, 2019 when the state of Jammu Kashmir was degraded into union territory, helping supervisors working in Integrated Child Development Scheme (ICDS) are without salary. Family members of 400 to 450 helping supervisors working in ICDS are compelled to starvation due to nonpayment of their salary from last 2 years.
Ironically most of these helping supervisors are working in the department from last 18 years. But their salary has been stopped since the creation of Union Territory. When CNS asked deputy director ICDS Kashmir Bilquees Sahiba, why helper supervisors are without salary? she said, ‘’ some sanctioned helpers who are only few in number and are themselves employed by department are getting their salaries on time but those un sanctioned who are large in number and aren’t getting salaries were employed by Child Development Protection Officers (CDPO) from time to time according to need of department.”
She further added that CDPO themselves used to arrange their salaries at district level but unfortunately their salaries have been stopped since creation of UT as we have no heads at district level and sarpanch’s NOC are needed at Halqa level to release salaries of our employees which is impossible in absence of our local heads.
When asked about the way ahead, she replied hopefully, “department has taken this issue with Honorable LG and with advisories, hope issue gets resolved by their interference.”
All the officers CNS contacted lauded the role helper supervisors in running ICDS centers and hailed them for working neck to neck with the department.
